A French committee backed taxes on stablecoin swaps and exits before dropping them, the OCC found all nine of the largest national banks had debanking policies, and FinCEN hit Bank of America with a $1.2B penalty. Taxed exits, gatekept accounts and surveilled banks that still miss criminals all point to Bitcoin in self-custody.

🇫🇷 French Panel Backs, Then Drops, Bitcoin Swap Tax

A committee of France's National Assembly approved amendments to tax swaps from Bitcoin and crypto into stablecoins and to extend the exit tax to Bitcoin and crypto holders. The Finance Committee then rejected the 2027 budget's revenue section by 31 votes to 3, so neither measure is law unless backers table them again.

Why it matters: We read France's toll on every Bitcoin swap and every exit as the state's own wrench attack on savers. A procedural vote dropped the amendments, not the incentive, so Bitcoin in self-custody stays the exit no French committee controls. Read more→

🔓 OCC Finds Top Nine Banks Had Debanking Policies

The US Office of the Comptroller of the Currency (OCC) found that all nine of the largest national banks it supervises had policies that may have limited service over political or religious beliefs or lawful business activities between 2020 and September 2025. Digital asset activities were among the restricted sectors, and the OCC said reputation risk policies lacked objective, risk-based criteria.

Why it matters: The OCC found the biggest banks used vague reputation risk to decide who gets served. Bitcoin wallets ask no such permission, because open-source code runs for anyone with an internet connection and needs no regulator. Read more→

🚨 FinCEN Hits Bank of America With $1.2B Penalty

The Financial Crimes Enforcement Network (FinCEN) assessed a $1.2B penalty against Bank of America for failing to mitigate and report priority national security risks, including Chinese money laundering networks. Bank of America admitted it willfully violated the Bank Secrecy Act and failed to maintain an anti-money laundering program that met the minimum requirements.

Why it matters: All that surveillance and regulation still let Bank of America miss over $5B in suspicious activity, which guts the claim that Bitcoin is for criminals. Samourai Wallet's founders went to prison, while Bank of America got a penalty and keeps its gatekeeper role. Read more→
